OPT grace period

Hi,
Does anyone have experience in getting a grace period as stated here {link} for OPT?

Is it correct then to say a person with an OPT start date of Aug 15th 2005 will be still fine for H1 for Y 2006 (as the 20000 quota is yet to expire) and also for Y 2007 quota , which can be applied as early as Apr 01 2006 for a start date of Oct 1st 2006?

Are there any risks involved for this person to apply for Y 2007 H1 B (that way he doesnt have to worry too much if he is not able get H1B sponsored job right away) ?

Is there anything the person has to do in the form of any additional paper work from USCIS to validate this 60 day grace period?

PS: the person here is my brother :)

Yes, he will be fine. If he does not get H1B out of FY 2006 quota but does manage to get H1B out of FY 2007 quota, he cannot work for his employer from Aug 15, 2006 to Sep 30, 2006. However, he can remain in U.S. during this period (60 day grace period) and commence work for his H1B sponsoring employer on October 1, 2006.

Nothing, except that he cannot work for the employer for the period stated above.

F1 students who complete full-time course work and students who complete OPT are entitled to 60 day grace period. No application is necessary.
