OPINIONS wanted- H1B not selected in random selection

Hi,
My friend's H1B visa (Final receipt date August 11, 2005) was not "randomly selected" to be processed- he found out by calling the CA service center yesterday, 9/9/2005. He paid for premium processing, and he was told that he'd get his money refunded.
My question is: October 1, the USCIS will announce how many visas were not given to Chilean/Singapore residents of the 6800 allocated. Last year, only about 100 were used, and 6700 were reallocated. So, if my friend is getting refunded now...what if there are 6000+ visas to reallocate come October 1st? Will he still be up for consideration for one of those visas?
Apparently, those with final receipt dates of August 11 were up for random selection...this is contrary to what the USCIS has said on their website. So, someone with a final receipt date of August 11 could have their case processed...according to the USCIS rep. that my friend spoke with.
Any opinions would be greatly appreciated...thanks a lot!
