Opening a NGO on H1b under 501(c)(3)

Hello ,

Thanks much for all your community work . I came across with your forum like many other Indian who are stuck with their H1b for so long. But life wont stop and it moves on and throw us into the situation that need professional or expert help.
Following is my question
1. I am on h1b can i open a NGO for mu kids education and school volunteering activity purpose ?
2. I have a older daughter who is on H4 so can she participate on that NGO activity ?
3. I have a younger daughter who is American citizen , so can she open a NGO ?

Any referring doc on this topic will help me.
