Open Labor Certificate?

Hi there: I have a question regarding the labor certificate. The company lawyer told me that the company have a few "Open labor certificate" issued by TEXAS SESA and if I apply through that, it should be even faster than the RIR. They told me that the Open Labor Certificate was initially applied for somebody else but he/she left the company before the certificate was approved, so they could replace my name to it and go directly to I-140. But my question is: Shouldn\'t the labor certificate application (and the subsequent ads) be specific to the applicant? If that\'s ture, then what the lawyer said probably is not reliable. thanks for your help!

Definitely, U can go ahead and use existing Pre Aproved LC

provided the LC cleared is for the same job title as u currently work as and the salary details on LC do match with ur future salary and the job location is as specified in LC.
 
no because you can just file your I-140 without having to prove your NIW

..of course as long as your job and your skills match the approved LC

Thanks for the reply, although it is not my call, but I really don\'t think the company I am working for will be willing to trade their labor certificate, sorry about that.
