only post one message every 30 seconds!!

I got this message today.. Is it something new or been there for a while and I didnt notice?

Sorry! The administrator has specified that users can only post one message every 30 seconds.

How could you post more than 1 post within 30 seconds ?. Probably by mistake you would have pressed the enter button twice.....

Anyway, I received an error message that, I can search once for every 21 seconds.

Also wondering, does anybody have issues with searching the forum. I personally feel that, search doesn't seems to be working properly. I tried searching for FOIA and hardly received 2 posts.....weird
