I got my GC aproved on june 28, and PP stamping is done on july 7th in DETRIOT but GC proceessed from CSC. Today I got the mails from USCIS saying that "On September 27, 2004, after approving your application, we ordered you a new card. Your card will be mailed to you as soon as it is ready." what does it mean and after this message..when can i expect my cards.. bcoz i am traveling to india on october 17 th..can i expect by that time?

I believe you are confused about date. don't worry, if you have any concern about travel you already have done PP stamped and having the stamp is evidence for ur residencey, you can travel freely
once the GC approve they create one record I belive called 181 'creation of record of Permenent Residence' and then they Order and send card. the message u see its normal, keep checking it might or some time online msg is not changed when card is sent. so if msg says "on blah blah date we Order card..." then u can expect card in two to four weeks. but rememeber sometime msg isn't changed and you will be surprised to see card in mail box.
.... so whenever you go to check mail box, smile and pray
you would never now that today's mail is special mail.
