Whether this would be a violation of the Rules of Professional Conduct or an Ethics violation might vary from state to state. I think in the immigration field it probably would be legal but it has enough potential pitfalls that I don't feel entirely comfortable. Generally, the best way is to send an email to the law firm (or the attorney difectly) and then the attorney can answer, ask additional questions, or quote a fee as appropriate.
