No offence to IT guys. But I think the one of the reasons for backlog is too many applicants, esp. IT guys. SInce .com bubble collapsed, INS assume many IT applicants lost jobs or changed employers or earned much less. Therefore, they issued tons of REFs and transfers.

Well, now that the 'zero tolerance' policy has been withdrawn, hopefully we shouldn't be seeing too many RFE's.

So, RFE could be for all types of EB applications.
