How can a pending LC application (at State level or at Regional level) be converted to PERM?

Do you plan to do this?

It is just so unfair for the people who are going to file in 2005 will be so ahead of us, considering the fact that all EB priority dates may retrogree because of this...

Basically they will get LC faster and then take all the immigration quotas...

If there is an option to convert pending LC application to PERM, I think we all should consider doing this. If we do convert to PERM can we still hold the old LC’s filling date as priority date?
