How can a pending LC application (at State level or at Regional level) be converted to PERM?

Do you plan to do this?
It is just so unfair for the people who are going to file in 2005 will be so ahead of us, considering the fact that all EB priority dates may retrogree because of this...

Sure! There will be a option to convert pending RIR cases into PERM system with keeping the old PD. There was a question in PERM application (proposed PERM rule published in 2002) "is it a new LC or Conversion of RIR?". We have to wait and see what final rules says.

Important in convering RIR cases, what DOL is going to say about recruitment done in the past(in RIR process) is adiquate for convering PERM or Employer has to do fresh recruitment. We wait for the publication of final rule.
