One H1, 2 employer?

Q35 Can an H-1B nonimmigrant work for more than one employer simultaneously?

A35 H-1B nonimmigrant workers may be employed by several employers concurrently. Please note that, if you are in H-1B status with one employer, and want continue working for this employer, while commencing new employment for a second employer simultaneously, the second employer must file and I-129 petition with USCIS (INS) in order to get permission for this employment.

My question: If an existing H1-B holder applies for another H1-B to work for another employer at the same time, does the new H1-B counts toward H1 quota?

No, the new H1B application does not count towards the quota, because it is the beneficiary (H1B-holder) who is being counted, not the H1B approvals he/she has.
