On Visitor visa and gettting marrying to a US citizen

I am planning to get married to a US citizen while I am on visitor visa in US. I have heard that there have been some recent changes in the immigration law. I heard that people in the situation I described who get married after sept. 30th will be asked to leave US and wait for processing which will take place in their home country.

In the past they you will immediately get K or V visa (I think) and you don\'t have to go out of US.
