On hold for IIO Vermont

Hi,

After trying repeatedly, I have been able to get through to the Vermont number 2 times. The first time, after getting a message that I may be on hold for 10 minutes, I was on hold for 3 hours. Today, I have been holding on for about an hour already.

Is this normal? Am I doing something I ought not to?
