Old vs. New - LC or PERM

I currently have an active application for LC with a PD 11/03 (non-RIR) here in Texas. I am considering a new job (same field) in New York. If I were to take the new job, my Texas application would be terminated & I would have to start a new application through the PERM process with the new employer. Thinking timeframes, my concern is this. Should I stay here in Texas hoping that the "old system" LC application will move along nicely with the new BEC or am I better off to re-apply under the new PERM process.

If it makes any differance, I'm in the engineering field. My current job & possible new job are very nearly identical in duties.

All replies are appreciated

Obviously if your NY job requires and falls under EB2 category, and company has attorney that is open to do PERM EB2. Thats the best option. If you only have a less than one year on H1 by the time you file your PERM LC then you are in trouble for 7th year extension, otherwise your choice should be PERM.
