Ration Card, Voter's I Card, drivers license, passport etc.
I did not need one as I was residing in the US but my Dad still got one after he talked to the SSP. A detective from CID dept was sent to the house and he filled a form and asked questions ... my passport had my permanent residence as the residence where my dad is currently staying ... luckily they just moved there 3 months ago !!!
My parents had also told the neighbors to testify that I had been staying in that house for a number of years .... but the CID guy did not interview the neighbors even though they claimed that they will ....
ofcourse In India you do have the ability to pay ur way through
Another way will be to get ur permanent address updated from the US and then produce a copy of ur passport to get it from India .... contact the Indian Consulate for more info on that ...
