Whats the essential difference between these two forms, are they the same??

Talk to NVC for most recent versions.

I believe the OF series was “obsoleted” by DS series. NVC has required applicants to use DS 230 forms instead of OF forms. Nevertheless, it is always advisable to obtain the case specific requirements (forms, versions, supporting documents, etc.) from NVC.
 
Are the same. But OF it is translated to your country language

In any case, please use the form sent to you by NVC or Consulate
