Odds of H1 transfer not going through

My company applied for the H1-B transfer under premium processing with the vermont processing center on 24th July 06 (USCIS received it on the 25th - from the Fedex tracking number) and they have not yet heard back about the receipt.

Is it taking this long? I was told that one receives the receipt in 2 weeks under premium processing. I did read about the large backlogs under the vermont processing center in these forums. Not sure if thatz still affecting new applications.

Anyone else in the same boat? Please let me know.

That brings me to a *very important* question. I have read that you can start employment even with the Fedex tracking number of the H1-transfer-mail-package received at USCIS, although this is not a written rule. I wanted to know if the odds of the H1 transfer not going through is any different between starting employment on the Fedex tracking number vs starting employment on the H1-transfer receipt. If not, I was considering starting on the former. Please advice.

It is generally advised not to start new job till you get receipt number. My advise would be not to start job till you get H1 approval because now a days H1s are getting lot of RFEs particularly if it is PP as all PP goes to California Service Center which is worst and slowest so far with my experience.

Your petition will probably transfer to CSC as all PP cases I know of have been transfered to and handeled by CSC. Once you get receipt notice can you please update when and which service center issued you?

Thanks for the information. So, from what I understand, I can get an RFE even after receiving my receipt, correct? Are there some links that describe what exactly an RFE is?

Yes, I will update this thread as soon as I receive my receipt.
