Oct99-March 2000 FP delay reason?

Could it be that INS is waiting for both EB2 and EB3 cases to be current? Then they can start processing the cases from Oct 99 in the order they were received.
Otherwise they have to go thru all applications and seperate the ones which have the PD current from those which aren\'t.
Any comments?

I feel that the Oct-March RD\'s were the result of the flood gates being opened and the PD\'s regressed, so the candidates who fall in this situation are many, but also there are genuine candidates also. But the only justification I can tell myself is since most of them may have PD\'s that are regressed(or no longer Current by defacto analysis as mentioned above) they are defferring them. But then again they are too bogged up with work that they are distributing new work to a fresh officer who is expediting cases even though they are later. This is just a speculation....

I guess, what they are doing is, giving the FP part to fresh new
officers. Also keep in mind that FP\'s are valid for 15 months,
so they could hold ur case for 15 months. As a plan while they
are sorting the cases between 08/99 and 03/2000, I feel they decided to send FP notices for the other guys. Remember one thing that
earlier when they were working normally the FP notices used to
take 2 to 3 months from ur ND. I am just speculating too, but
looks like this makes sense, they would still continue to
approve according to ND, but at the same time prepare the
other cases so that they could move fast.
