I believe, here how it works
First they make policy 'Number of Visa' available for next Fiscal year in what catagory
The Total Visa numbers are divided equally to all country world wide, regardless of 'size of cuntry land' or 'population' or demand of visa from that coutnry.
All countries get same numbers of visa no.
Than
Fiscal year is divied into 4 quarter
All 4 quarter Visa no are divided equaly.
They
don't work or spend all Visa no in first month of all quarters and tell ppl oky no more visa no are available for next 11 months....
They have to spend each quarter quota with in quarter, thats why every month visa bulletin is issued to tell ppl about processing eligibility for ppl who filed before blah blah date.
If visa no is left at end of quarter they use in next quarter and give benifit to applicants.
Some more to understand:
'Un availabiliy for all country' mean doesn't matter which country ppl from no visa no will be issued to that catagory.
"Retrogression is applied when they calculate not to spend all visa no who most recently filed but others will require visa no who filed before the ppl who file recently, so they are not going to spend all visa no in one day/month but they are calulating and giving benifit for ppl who came first and file before and somehow they are stuck in 'step' like FP/Namecheck etc .
