OCI Processed stopped temporarily!!!

I mailed my OCI app last night, didnt see the main OCI link till now...For app prep, I kept using the other links at http://www.cgisf.org/oc/oci_process.html

Not sure if SF Consulate will return my app or what....confused
 
Same boat in NYC... my app was received 4 working days before the website notice went up...
Not sure if my app will get returned.

First it took a month for SC, now this.....
A friend had sent his about 2 months ago, his status went from ack to signed or something 2 days ago (no pics scanned etc)..
