OCI or POI Card for Bangladeshi Born U.S Citizen

Here is the situation. Some one is adult and was born in Bangladesh and currently is a U.S citizen. Both of his parents are Indian citizen, holds Indian passport and residing currently in India. So the question is, can this person apply for an OCI card? If not OPI ?

Second question related to the first, following the answer. If the parent want to give property to this son in India, by law can this person hold that property or sell it?

What are the rules for the above? Many thanks for any advise.
