OCI for minors - ex Indian citizen but no naturalization certificate

Hello
I have two naturalized minor children and I have not applied for their naturalization certificate yet but they have US passports. Anybody knows if parents naturalization certificate is sufficient while applying for OCI?
The travisa site lists US Naturalization Certificate - Missing as one of the top reasons for OCI rejections hence want to know if anyone has gone through this experience especially at San Francisco

The travisa outsourcing website mentions Naturalization certificate is required for all applicants as per the details in the link below.

However, for Visa like travel visa or entry visa they say for minor children Naturalization certificate is not required. What a mess ? Check the link below.

Need to call them this week to clarify that. THe naturalization certificate for Minor would cost $ 600-00 as thats the fee for N-600. Getting Ripped off from all sides....
