Oci at chicago mailing fee question

my question after they accept oci application (currently closed at chicago)

according to website US citizens : $275.00 + mailing fee US $ 20 /- ( Dollars Twenty)

NOTE: Applications received without mailing fee will not be processed and the same will be sent back at applicant(s) risk without any responsibility of loss in mail.

my question after granted from delhi and received in chicago instead of mailing my passport to chicago (because for my dad it took 2 months)to get oci card what if i went to chicago to pick up my oci card at the time. do i still have to pay the 20 dollars mailing fee

My Thoughts:
Just pay the fee, and not invite a headache.

I paid the fees (for 4 people in a family) to avoid the headaches but plan to go there personally to get the OCI.
