OCI application for US citizen wife ???

I am an Indian citizen(on GC) married to a USC. She is not Indian and has no connection to India except through our marriage. I have intentions to apply for USC sometime later in the future(2-4 years). I have 2 questions regarding this :

1) Can I apply for OCI for my wife, based on her being married to me - an Indian citizen ?

2) If the answer to the first question is 'yes', then would it be a problem for me when I apply for my US citizenship(based on marriage) through her...As in, would the INS have a problem since my wife is sort of a dual citizen?

But, you can apply for a PIO card for her.
