OCI and Surrender certificate

I just was trying to apply for OCI and realised that if you become a citizen of another country, then as per new rules, surrender certificate is issued on surrendering the indian passport at a cost.

I would like to ask the Indian Government, you are charging fees for PIO/OCI etc, and you can certainly ask for surrendering the indian passport but why are you charging fees for this surrender/renunciation. This is a simple step of surrendering old Indian passport and you simply issue a receipt that you collected it. Why do you need to charge for this? Infact it shows how poorly the Indian Government is treating the overseas indian origin people. It is totally unacceptable and you should remove charging this fees immediately. It is a joke that there is a minister to look after overseas indians, but do you know how many difficulties/obstacles we have to endure if we visit India at every step, why are we subjected to this just because we love India.
