Obtaining a green card even though i am married

I am married with 3 children, we are both not US citizens or green card holders. Can my father, who is currently awaiting his green card apply for me?

And if so how long after he receives it and average how long will my wait be.

No way. First your father has to get his green card. Then he should wait 5 years to apply for citizenship. Only after he becomes a citizen can he apply for you.
