Obamacare HealthCare Reform -- Adults 65 or older and PR less than 5 years

I tried to apply for the my parents who had their Green Cards for less than 5 years ( hence they are ineligible for Medicaid or Medicare ) through state on the new affordable care website for my state MD. Maryhealthconnection.gov
and found that they have no plans for adults 64 or older, Does anyone have a similar experience and what are their options?

I already tried reaching out to state social services agencies and all their plans are for PR holder of 5 years or more
