Oath ceremony experience !!!!!

I am done with my U.S. citizenship.

Everything is fine, but one old guy was in problem . He was not allowed to take the oath.

At ceremony ,every applicant has to fill up a form where 7 questions have to be answered.

Officer was checking everyone's form(oficer kept this form ), before issuing the Citizenship certificate. One old guy could not understand "even one english" word.

Officer was asking , "How are you?". He does not answer.
Officer, " WHat is the color of this pen?". No answer.

Then the officer called another officer & both of them were discussing " Which officer did approve this old guy's application?"

Then officer told the older applicant," You can not take the oath. We will review your application again & we will send a letter to you. You may leave the ceremony"

We all surprised . I never heard of this , because usually we know that when anyone gets oath letter , we just go to oath ceremony & get U.S. citizenship.

May be the Immigration rule has been changed currently regarding this matter. WHo knows?

Please let me know how long it took between the date of fingerprint and the arrival of the letter with the interview date.
