Its the SESA stupid.
SESA is the bottleneck. They have one old person working there who is mostly on sick leave. Bush budget proposal calls for a 40% cut in labor department budget and an increase in INS budget. So we are talking about a super-fast INS processing and super-super-slow SESA, what do you get as a result. More pain.

NY DOL IS no better . They dont have to go throught the recruitment process, they have to review only. Still in Dec 2001 they were processing cases received in March 2000.
They are very slow to certify cases.
So all you who are languishing in new york SESA BEWARE of the delays in NY DOL for Fedral certificatioon. My case has been there since August 2001.
If the budget for the labor dept is being reduced then all of thoses in NON RIR should switch to RIR processing.
