NVC questions - PLEASE HELP

Gurus,
My I-140 has been approved (VSC). Apparently, my company lawyer doesnot
care much about our cases. I need help with these questions...

1) What information does NVC need to tell me if my case has been
   received/Opened yet?
2) What is NVCs phone number.
3) The address on my passport actually doesnot exist any longer. Anyone
   knows if NVC can change it to some other address (like my parents addr).
4) Folks on this forum have been talking about getting PCC from the local
   police station. Now, which is this local police station ( Address on
   passport,Address given to NVC, ???).
5) According to new laws does packet 3 goes back to NVC? Where can I get
   more information on new laws.

Your I-140 receipt no.

You need to apply for change of address with your countries Embassy/Consulate.

I do not think you will need it. However if you decide you need them, they are from all the locations you have lived since you are 16 years old.

You send P3 to St. Louis address. Yes, it goes back to NVC. They in turn send it to consulate.
