NVC Process change from Jan\'02

Just now i talked to NVC operator and accroding to him from Jan\'02 NVC process the chennai cases like Montreal, canada. (i mean NVC takes P3 and then they will forward to Indian consulate). Please let me know if any one got the same kind of feedback from NVC operator.

I get a feeling this PCC thing is related to what NVC is saying with you. Since NVC does everything from Jan onwards, they require a local
PCC(U.S). These Dept. of State Notifications are so damn confusing
and our damn lawyers also dont know how to interpret them!

What i understood from conversation with NVC operator is, NVC sends P3 to lawyer. And then we need to fill it and send back to NVC. Then they will forward to consulate.
I think Montreal consulate following the same procedure.
 
New NVC Process

Does this new process (sending P3 back to NVC) apply only to cases
received/created at NVC on or after Jan 1, 2002? Or does this even apply to cases received at NVC in December but for which P3 is created by NVC in Jan 02?
