The NVC automated message says that

"the NVC is awaiting the return of the biographic form from the lawyer........"

does this mean that the P3 has been generated and sent to the lawyer?

yes it means Packet 3 has been generated and sent to your lawyer. Your lawyer should recieve it in about a week
