NVC issue-Need your opinions

NVC received my approved I-129F (K3). They send me a letter with a case number given and saying that they are going to send the file to the consular in a week. It has been more than 2 weeks now. I called NVC yesterday and I was told that the file is still being processed.
Is it normal procedure that NVC could send out a letter with a case number and not to send the file to the consular but, still do spme processeing on it?
Any ideas?

I do not know whether they have changed their procedure, but in April this year they notified me of the case number and said the letter would go out in a week's time. Good luck. Hopefully, it is just because they have got a lot of cases at the same time.
