NVC fee bills CONFUSED??

hello and thanx in advance for any help.

i applied as GC for my wife who lives with me in US and is supposed to adjust here in US.
question is: do i have to pay to NVC the AOS fee and Visa (IV) fee bills we received?
because here
- NVC says, quote: "...If you are adjusting status or planning to adjust status with the USCIS (formerly known as INS) refrain from submitting any fee bills to the National Visa Center (NVC) as these fees will not transfer to USCIS." !??

i sent to NVC email notifying that she is in US and plans to adjust with USCIS, but got no response for 3 weeks now. tried to call them 100 times - no luck at all, just auto system with general info.
from what i know,
INS (USCIS) has it's own AOS form I-134 and as i understand it goes with the I-485 (Adjustment of Status).

If you're planning to go the AOS route, why was the case forwarded to NVC? My understanding is that NVC handles paperwork for Consular Processing, while AOS is handled through a Service Center.

What did you originally say in I-130 Q.22 for choice of AOS or CP?
