NVC Document Submission + I-864 for Interview

Hello,

We are doing a I-130, immigration visa (green card) for my non-American wife. I was born and raised in America until age 23, after college I moved to Israel. We are far along in the process. We must only submit documents to the NVC, like Birth Certificate, Marriage certificate, I-864, and all the rest. We need to do this to get an interview.

1) We do not know where or how to send our documents. I am an American living in Israel, married to an Israeli, we will be using the Jerusalem consulate. We have paid Affidavid of Support & Immigration Visa fees already. Certain embassies do participate in electronic document submission? But are slowly rolling them out, so others still use regular postal mail? The consulate itself has special instructions to email them. Some websites say you need to mail original documentation, and other websites (official ".gov" websites) say you shouldn't mail anything physically to the NVC in New Hampshire at all. Much confusion on WHERE and HOW to send documents at this point.

2) We do not know who should be filling out which forms I-864 or I-864a. When we move back to the US this fall we will be living with my parents, we are both in our 20's. My parents earn income and pay taxes in the US. They are above the poverty line denoted in I-864w, according to US income we are below, since our income is zero. I however have filed taxes appropriately, but since I live, work, earn income, and pay taxes in Israel, my American income is zero and taxes are zero, but I do have the US tax returns prepared already. SO: who should fill out which form of I-864/A? Me? My father and I also? Only My father? Which combination? Who is a sponsor? Joint sponsors? Household members? What is a domicile? WHO needs to submit WHAT?

Summary:
Goal - To now get an interview at the Jerusalem Consulate.
1) Where do we send our documents to get an interview?
2) Who fills out which I-864, of all people involved?

*I have many information sources, I have all the websites, but there is just too much conflicting language used.

*I have called the NVC and spent much more time on hold waiting for them to answer, than I have actually speaking to someone.

*I am the petitioner, and she is the Beneficiary.

*We are a regular normal case, no one has overstayed, we do not have kids, I have no legal issues, we have money and good jobs (Israeli Shekels), I have already filed my taxes and owe nothing, just a regular American and his Non-American wife trying to immigrate to the US.
