NVC - Automated Voice Messages

Checking the NVC AVM got this message "NVC has received the fee bill on May 4, 2004"
So, what step does this correspond to on <cptracker.com>?
Fee Received at St. Louis?
or
St. Louis notify NVC?

(I may be wrong on this one).

Would someone else with a more recent experience and a better memory post a reply?
