NVC automated message

I had sent the necessary fee to St Louis and the cashiers check
has been cashed

The NVC automated msg says

"NVC has received the immigrant fee bill and will be issuing further instructions very soon"

Does this mean that they are about to issue packet 3 ?

The NVC Portsmouth would have received the information from
St Louis office and the next event is despatch of Packet 3 and
it will be received by your attorney if you have one, or by you.

To cut down the turn around time at your end, you can talk
to your attorney and keep the DS 230 -Part I form (s) ready.
