NVC asking for civil documents before sending info to consulate

My PD is current. I just got a letter from NVC stating that I should forward DS230I as well as all civil documents (birth certificate, passport, police certificate, etc...)
I thought they only asked for those to be prepared and submitted at the time of the consular interview. Any recent similar experiences?

Which consulate you have selected when you sent your I-140 as NVC does all the documents/other checks for some consulates and then send the case to consulate. e.g Montreal. I hope this helps.

It depends on the consulate

If you are not applying in India, Pakistan, China, Indonesia, Malaysia and maybe few other countries (total of 25) than your case processed differently. (Appointment processing, instead of standard processing)
