Number of Appplicants vs Winners for DV-2010

Hi Guys,
My cousin is applying for the DV-2010 and he is dual citizen of Albania and Greece. Greece has usually 60 winners a year. Albania around 3000 winners a year. Is there any website that shows the number of applicants for each country versuses winners becuase applying from one country or the other may increase the chance of winning the lottery. Any sugessions?

No, it only insease the chance of being disqualified. ;)

Citizenship has nothing to do with the country of eligibility. He must play for the country where he was born.

Ok -- Here's the deal. Albania has more winners than Greece because many people from Albania enter the lottery, certainly more than Greece. There is nothing intrinsic about Albania that gets more people selected. Each and every entry has equal chance of getting selected. It's just probability!!!

However, unless he is claming eligbilty through his spouse of another country, he must, i say must claim the eligibilty of the country where he was born.
 
Let me explain the situation well. Albania was the country where my cousin was born and is a citizen (he is single). Recently acquired Greek citizenship. Both countries are eligible for the dv-2010. So is he a native of only Albania, and should apply only as Albanian or he can apply as Greek as well as "country of eligibelity " More likely he will apply as Albanian but I was thinking if he was eligible to apply as Greek (becuase it might increase the chance of being selected). From previous post as I understand the chances of getting selected is equal for every country.
