On Murthy forum there are atleast 8-10 people who have posted that they have got approvals for EB2 India with PDs between Apr-Aug 2005! and RDs around Sept 2005.

And here at NSC people with PDs of 2002-2003 are still waiting..

So did they allocate visas unevenly? or NSC is just plain and stupid?

What do you mean unevenly? People from 2003 stuck in namechecks. They might have ties to the terrorists and should not be given green cards. Hail terrorist-free America.
 
NSC generally seems to be processing applications a bit slower than TSC. But, after the July fiasco, I am seeing more approvals from NSC at www.trackitt.com. So, I guess it is just based on what data you go by...
