why does NSC even bother?

We have a seperate column I 485 Indochina on the recent publised INS Neb status. Kindly clarify.

The US established a program of domestic resettlement assistance for refugees who have fled from Cambodia and Vietnam in 1975 thru the Indochina Migration and Refugee Assistance Act of May 23, 1975.
