According to USCIS official processing times (https://egov.immigration.gov/cris/jsps/Processtimes.jsp?SeviceCenter=Nebraska), NSC is currently processing I-765/EAD cases (based on a pending I-485) with RDs of June 21.
So I'd say, yes, it is normal. But it should probably be approved soon!
