How will it be easier to get a GC for living and working in the USA ?

What does the point system means ?

My mom petitioned for my GC in 2001 and I have already waited over 5+ years and counting ...

Will my backlog be cleared ?

I think its too early to speculate and answer these questions when the immigration reform is still being debated. It still needs to pass thru Senate and the House. If it passes in the Senate, it will need to be debated again in the House and there might be significant changes in the bill.
