Here is the November interview schedule for Chennai Consulate,

There are 5-6 EB2 interviews scehduled during the month but no EB3 interviews.
I say this is a good news because looks like the consulate (and thereby most other consulates too) does not have any EB3 case with PD Apr 2001 to schedule interview for. They may not have any applications with PD 2002 and may be very few PD 2003.
What is holding us is the 485 cases. Even there, most cases were filed only in Jun-Aug 2007 and hence may not be processed for another 6-9 months.
So, I strongly believe there will be good forward movement of EB2 and EB3 categories in the coming months (atleast for another 4-5 months) starting December.
And as we approach end of this FY (Jun-Sep 2008) they may open it again to use all the VISA numbers. The actual retrogression may kick in from FY 2009 which is Oct 2008 by which time most of the 485 applications filed in Jun-Aug 2007 will become ready for approval and hence may force retrogression.
