November approvals should start anytime

I think we won't see Nov-01 approvals start until mid-November. The sad fact is that INS has not been processing a given month in one month (not since IBIS procedures came online).
I.e. They took June, July, August, September of this year just to finish all the Aug'01 cases.
Sep'01 cases have also took most of August and September and they are still only 60% complete.
Actually in this model, the worst case is that Nov-01 cases don't start until sometime in December or January. But optimistically they will start mid-November.
