HI everyone.. We've sent our application two weeks ago with Fee Waiver Request. Today we got four separate Notice of action forms. Does it mean that fee waiver request has been approved. Other question... The number on I-485 Notice that starts with A and 9 digits, is that Alien reg. #?
Can I apply for scholarship with it?

Correct, that's your A#. I don't think that you are qualified for scholarship yet. Once you'll a perm. resident you can.
