I am getting ready to start a "writ of mandamus" against the USCIS but as i was reading on here somewhere that i would have to send a " notice of action " to them first and give them 30 days period before i can file but i don't know where i send the letter to. I know the address where my file is and the officer that handles the case, the question now is: do i have to address that notice to that officer or to the director of the homeland security or whom?
