Notice Date Vs Received Date, which is relevant for Sept 30th Cutoff

Gurus,
What is the relevant date for filing 140/485. When does an application need to be received by INS. Is it OK if they receive the application by 30th September or the notice date should be before October 1st. I have a pending PERM application, and by any stroke of luck if it gets approved i am looking at the possibility of filing by 30th, so every single day matters. Please share your thoughts.
