I had filed I130s in 2005 for my siblings in India. These were approved and then priority date became current in Nov 2019. One of them got the 'Notice of Immigrant Visa Case' email in early Dec. The other sibling has not received this email/letter. Is there a way to contact NVC to find out if they're waiting on anything specific before they send this email to second sibling. I called 603-334-0700 and there's no representative available on this line to discuss the case. What are other options?
