Notarizing Visitor Visa Required Documents

Hello,

Context:
I am a H1 visa holder currently in India, visiting my parents. My parents are appearing for their visa appointment (tourist visa) in the next few days. In the "Required Documents" mentioned for tourist visa on some websites, I see that a few documents (I-134, property docs etc.) need to be notarized.

Question:
1) Can the documents be notarized by anyone who has the authority to do so or is there a requirement that the notary should be one provided by the consulate?
2) Also, since I had been staying in India for the past 4 months, I do not have my bank statements currently. Will this be a big problem? Btw, how much is a "substantial bank balance", acceptable by the consulate, for supporting my parents for a period of 3-6 months?

1) Anyone who is a public notary has the authority to do what you need.
2) Visitor visas do not need sponsorship. You cannot support your parents, they must provide by themselves and their assets that they have strong ties to India. and Enough money to pay for their trip.

I really don't need to prepare a I-134? I thought I read it on some websites. Thank God for clearing that piece of hurdle for me, I was fretting over it.

Summarizing, I am preparing the following documents for my parents' visa appointment. Please let me know if there is anything I overlooked.

1) Passport, HDFC Receipt, Appointment Letter
2) DS -156 (no DS - 157 since both my parents are over 55 years of age)
3) Photocopy of my visa page in passport
4) "Affidavit of Personal Property, Income and Assets" notarized
5) Copy of my tax returns and employment letter
6) Parents' Property documents (originals) as proof of ties in India

And regarding item 4 above,
Is it ok to show just 3-4 lakhs that had been deposited only recently by them into a bank account as a good proof for self financial support?

YOU will need I-134 is you are showing that you will be supporting your parents.

If they show that they are paying for everything only then you dont.

This is not sponsorship as it would be for immigration purposes but an affidavit stating that you swear under oath to provide for them.
